If you are bringing a few customers to that host straight away then they will probably give you a reseller account for free. Otherwise its pretty unlikely that a host will let you resell for free.

You might also consider doing something like a referral program, where you would just refer clients to the host and collect a percentage of their monthly fee... If you were to do this, you would usually not have to pay for an account at the host- and I'm sure after you referred a few accounts their way they would be willing to set you up with a discounted/free account.
