New to webhostingtalk.com.

Am looking for a web host provider for two sites. One requires ability to use cgi/jsps/database/email etc.

Need cheap but reliable service asap. Also, any other web sites where I might learn more about web host providers?

Not sure what you consider cheap and what your space/bandwidth requirements are but since you need jsp support I would suggest cqhost.com. I have a client's site with them and they are dependable. Plans start at 14.95 per month.

Some other jsp hosts that I know of and haven't tried:
focalhosting
integrahosting
mmaweb

There are more but none come to mind right now. I know a search on google for "jsp web hosting" returns a good result set and a search here would as well.

I think inihosting.com supports jsp.
