Been wondering for some time now, just haven't had time to really look it up due to alot of life changes happening. Could some one please tell me how one goes about getting a custom title, I know you need a specfic amount of posts, whats the number? and does an option appear in one's profile or does a mod need to enable it?

Once you acheive Web Hosting Master Status - you will see an option in your User Control Panel (like profile at the top)

I believe it's 550 posts. You can change it in your profile.

I see it, thanks, another quick question, can you change it as much as you like provided its within the rules?

There are rules beside the box as well as the rules page regarding signatures.

Just stick within those and you should be fine.
