Lycos is one of the better free hosts, so if you're not enjoying their service, then it's probably time to move up to paid hosting and get someone you can rely on.
Unlimited transfer/hits/bandwidth doesn't exist. It's a bogus statement made by companies to get your business. It's a lie.

As for setting up your own server, you can set up your own server no matter what OS you run (Windows, Mac, *nix, whatever). You just need to have a constant connection to the Internet (DSL or something similar) and a provider who allows you to connect servers using your account. Then you'll want to learn about how to admin your server (maintain email services and nameserver) and keep your server secure.
To learn how to set up your own server, you'll want to find a Windows user forum and ask your questions there.
How much it would cost depends on what server software you use. Microsoft's licensing gets charged every year, doesn't it? Or is the Windows server software still available as a pay-once purchase?

I have Cox-Internet, and I also have a copy of Win 98, ME, 2k, XP Pro, and Mandrake Linix 8.2(I think) Is therre a web site that will teach me how to set it up etc.?

For Windows, I wouldn't know where to start - not a big Microsoft fan of any stripe. Try a Google search.
If you wanted to run the server off of Linux, then I would try their site first, and go from there.
