2. Are you not offering anything in return? Is this project expected to be developed completely for free?

i think it would be better if you learn some tutorials and build your own website, as that would teach you how to work the programs.

But in the end, if there is someone willing to do it, i dont see any wrong.

Well isn't it a Job for somebody to create a website to you? I consider it a job offer but not 100% sure.
