vBulletin is a paid forum system, there would have to be an agreement made between Jelsoft and the control panel creators for them to offer that, since you have to pay $85 to use it for a year, or $160 for an owned license.

phpBB and Invision Board are popularly in control panel addons because they are free, no strings attached. However, there are currently none with vBulletin.

What are you talking about? PowWeb doesn't offer 'vbulletin' for clients in their software anywhere. They use it for their forums, if you think that's listed as a feature, you're sadly mistaken. I advise you look again, the only vBulletin there is http://forum.powweb.com

Now, as I said before, no one offers it. You have to go buy it yourself at http://www.vbulletin.com if you want to offer it.

Vbulletin is extremely easy to install, just create a new database, and a user for it, put that info in the config.php, run the install.php, click, click, click, and you're up and running. Also, should something go awry, the vBulletin support is amazingly fast and helpful. I can't say enough good words about them.
