iam a rackshack dedicated server customer.
i seen the news in rackshack headsurfer news...that they have increased bandwidth to 700 gb.
i have bought the server before...3 months is..it applicable for existing dedicated servers..i mean shifting us from 400 gb to 700 gb.

or is it only for new sign up clients.
please clarify...

Yes. Login in to the member area to double verify.

It's for both. I've had my server with them for 2 months...and got the extra bandwidth. :) As simple as that. You can go to their site, in their live chat...ask him. It will be an easy question to answer.
