If you use qmail there is qmailadmin and its a great peice of software. I dont have the url for download on hand, but im sure a quick google search will tell you.

Well, from what you said you do not use qmail, or I read it wrong. You can try smarthostingtools.com, their software uses qmail, it allows creation of email accounts, autoresponders, etc.

If you are looking just for a email admin program, I really suggest as posted before you check out qmail, there are some great addons such as vpopmail
