I think you're probably going to have to increase your budget, or decrease your requirements.

What you've described up there is basically a $3500 server. Even if you didn't use any bandwidth at all, it would take 9 months at $400/month to pay for that server; considering the bandwidth and rack space as well, it would probably take over a year just for a web host to recover their costs if they offered that server for the $400/month.

You might be able to get that for $700/month, but I doubt you'll find a price any lower than that.

I am also a customer of intenseinfo with a virtual dedicated server from them, their tech is ace and they even helped me with a script I installed my own, which they weren't obliged to do so.
