I'm curious, how do you allocate 10 IP addresses? Or maybe "why" would be a better question. Normally I'd expect to see power-of-two IP blocks, so that it would be a single CIDR block.

...unless they're just sending a larger network broadcast across an ethernet segment. (I hope the switch ports have their ARP mappings locked down.)

isnt an nt server license more expensive than that $250 set up fee? im probably wrong, not that knowlegable on nt
