I know on Cpanel servers you can access your website using http://server.ip.address.here/~username while the domain is propagating, is there anything like this on Plesk? Thanks

You should be able to access your site right away. There are steps that your hosting provider can take to make this work, but there is always manual steps involved so not all hosts will support this.
