I have a guy running a brand new machine with the latest version of Red Hat. He plugged it up, setup the ip address, subnet, gateway, etc. It's up and running, and I'm able to ping and traceroute to it. But none of the services work, such as telnet, ssh, ftp. Any ideas what the problem could be?

Check the files in /etc/xinet.d/
Most probably they have a "disabled = yes" line in them...
