You don't need _root_ access, this is only for the server administrator.

One thing that costs a lot and makes accounts expensive is the amount of bandwidth used. I'm sure you will have a much easier time finding a webhost to fit your needs if you give a number of how much bandwith you will need per month instad of "Fair amount of Bandwith" which people can interpret differently.

bandwith is a bit of a mystery yo be honest. Im selling mobiles so im not really sure what im going to need what do you think?
