At this moment, I have a dedicated server running Linux with rackspace. I find it expensive and then I notice these offers from various Raq providers for about $100. My question is, if my server is running about 10 websites using 256 Megs of ram (almost to capacity), will Raq 3 also handle the same load at 256 Megs or will I have to upgrade?

What's the processor on your linux machine? I think the RaQ3 only has a 300-400mhz processor. So if you have a 800mhz processor in your linux machine and it's being used fairly heavily, you may have a problem downgrading to a machine with half the processing power.

I have a 500 Mhz processor on the linux machine.
I didn't know Raq's were so underpowered. How about Raq4, what is its processor speed?

RaQ4i's have a 450 MHz Intel processor.

So do you think I'll be able to downgrade to a Raq3 server with my current configurations?

raq3 uses a 300mhz AMD cpu. More RAM helps a lot.
It will handle 10 sites easily with no problems, unless those sites are very cpu intensive.

Check the cpu usage on your current linux server. If it averages less than 1 then I think the RAQ3 should be fine.

The RaQ4's use an AMD K6/2 - 450 MHz, not Intel far as I know. The used some faster Intel chips in the XTR's (which aren't recommended far as I've read and heard from providers).
