I was just thinking as what should be the server load in ideal situation ?

I currently have it as 0.00, 0.01, 0.01

I think it is too low :)

What is the maximum load a host should allow before upgrading the server. I just want to know for my reference !

The maximum load you should allow on a server is going to depend on the number of processors in a server. It is also going to depend on how often you hit those loads.

Generally you want to avoid anything more than 2-3 times cpu utilization (eg 3 for one processor, 6 for 2, and so on).

I do not think that is too low, that is actually very good. If for some reason your CPU load does rocket up, most likely it could be because of zombied processes that need to be manually killed.
