System is written in Perl with nearly everything controlling look and feel in a main config file.
I currently have one active site and the other, not so active (URL in my sig area). I also have another domain that can be used as a test bed.
Looking for ideas....

I don't think this project will be as simple as just plugging in HTML into a template. Remember, this code is written in Perl, and the entire site is controlled by a config file.
What I would want to see is a basic layout that I like, then I would let the designer loose in a test site with this code to beat it into shape. I will then be able to take the CONFIG.PL file and import it to my live and semi-live sites. So basically ALL changes must take place within this one file. INCLUDE files to offload some things like global color and font changes will be acceptable, and maybe preferred.
Knowing Perl is pretty much going to be a requirement of this project.

Well, all sites output HTML, wether it's generated by the server or is hardcoded. I would ask a template designer to make a color scheme and then have a web designer put it in your perl.
