Hosting an important domain with a shared hosting company.
Some time the host has hardware or connectivity issues and my site is down.
What is the best backup way to keep my site 100% up? if not the site at least the email 100% up?
Does it matter who is the domain registrar to have some sort of backups methods?

Load ballancing, mirrors, multiple MX records (if that's possible?), etc.

You'll find it very hard to find a host with 100% uptime, as there isn't such thing! Nobody can make assurances of 100% uptime because accidents to happen I'm afraid :( Best you will find is 99.9%

Wouldn't a cheap way to do this be, to mirror the site on 2 different hosts with 2 sets of nameservers in the domain record? One goes down.. the second site should pickup the slack? Plus most likely you wouldnt need very much bandwidth on the backup site at all. Just make sure you don't get 2 hosts in the same datacenter. :)

As Brian suggested, this is the best way to do come close to achieving what you want. It's still no guarantee, but it's as close as you will come to 100%
