to cape bandwith on one ip's address
and i know this can be done on cobalts since i had
cobalt before
ok so that site is on one ip and i need to cape this ip

With a raq
in the admin panel

click control panel...
then bandwidth...
right there....

maybe i havent been exact before
i know how to do this on cobalt but i wonna do it on freebsd server

Do it with mod_throttle. You can get it from http://www.snert.com/Software/mod_throttle/index.shtml

It can limits the bandwidth of every virtual account on your server.
