I'm looking for the following

3 + Pop Mail
Low or No Setup fee
Cheap Domain Registration ($20 or below)
MySQL
ASP (Active Server Pages) Support
WebMail Support
FTP Support
And Some type of web interface to manage the files and websites.

Does anyone know of a reputable service provider that would provide this for under $10 a month or less? I'm willing to pay yearly.

I'm not too worried about traffic since it's going to be a personal website.
