Webmin can give you access via a GUI to areas of your server that the Cobalt GUI hides entirely
BE CAREFUL
- unless you know what you are doing you can break the Cobalt GUI.
For example, the Cobalt GUI does not give you easy access to the mail queue (there are hacks out there that do) - using Webmin you can control it easily.

Thanks for your reply Blacknight
Does other people also have experience with this?

RAQs come with a 'control' panel. A lot of people either stick with it, improve it or ditch it completely. However, since the RAQs are no longer produced a lot of people have moved to other servers, so you might not get many replies immediately (by the way bumping threads is a big NO NO)

my question is more what do other people use for resellers because the cp from cobalt can't do that.
Webmin runs fine on RaQs but it's not much of a hosting control panel. It's designed to be a server administration control panel...it doesn't hurt anything to install it and see if you like it.
