Hya,
When you want to change DNS of a domain, i know they will mail the Administrative contact for having the authorisation.. But i want to know if they also mail the Technical contact.. ?

Actually, most registrars don't do this anymore. Of all the registrars that I deal with currently the only one I can think of that does this is Register.com. They send a confirmation email to the Admin Contact after you've logged in to their site and made the update.
Network Solutions phased out their mail-auth scheme in November.
Is there a particular situation you're dealing with?

You simply log in to where you purchased your domain via a control panel, and switch the name servers for the domain, and point it to the name servers your new hoster provides you with.
Yeah, do it yourself in your domain control panel, and this is the easiest and fastest way to make a DNS change without need of any email confirmation.

At GoDaddy and Namecheap I get no emails about changing the DNS. Just change it, worst case scenario you lose 2 days to find out its not working and 2 more to change it back :)

Through the domain control panel of your registrar, you can do the changes as freely as you want, anytime. :)

Register.com is the only company I can think of that still sends an e-mail to verify, which is a pain in the ass when that e-mail account no longer exists! :) Most others just have you login with your username/password to edit your domain(s).
