I have been ripped off by my supposed current webhost and do not wish for it to happen again so I am asking you all for advice. Here is what I need:

Linux host
PHP 4
Perl
MySQL
100 - 200 mb storage space
2 - 5 gb transfer / month
unlimited pop3 accounts or free mx record change
unlimited subdomains
multiple domains approx. 5
minimum of 10 FTP accounts

I would like to get all of that for no more than $15 / month but I realize you get what you pay for as well.
