I have POPAUTH in servers that I use for SMTP outgoing mail.(Im reseller)
One customer use this outgoing SMTP server, but with outlook express they get many times a timeout error..... do you want to wait servers.... then they can't send mail.....

What would be ?

probably the dns is not setup correctly..
if i may ask,what server are you running?
