Hi. I plan on starting a computer hardware/software review site and I need a good quality host with these features:
150+ storage
20gb+ bandwith {if possible}
Unlimited:
FTP
email
MySQL db's
Perl 5
PHP4
and possibly true subdomains
I dont have alot of money to spend though..and I would also like it to be FAST!

I disagree, I think it is best here so we can get some good comments.
I suggest Aletia Hosting (http://www.aletiahosting.com). I have personally had a great experiance with them. Their are other hosts that could fit your needs such as..... (hint, hint other ppl)

Yes, there are fake a true. I guess what would be conisderd fake is something like using mod_rewrite in apache and rewrite the url,
for example
www.joe.com/hi
would be
hi.joe.com
with modrewrite

OK, so by true sub-domains... you mean you want each sub-domain to have its own IP?

I think he means he wants a subdomain with a real entry in the DNS file so that he doesn't have to rewrite the address, as he showed in his example. The subdomain could have the same IP as the main domain (and as all the other domains on the box if the admin does it that way). He just doesn't want to have to use any URL redirection or mod_rewrite to get that "hi.joe.com" address.

Some advice : moderators will refuse outright to move such threads to the Ad forum so that hosts can post their offer. The only instance threads will be moved is if the original thread poster requests it be removed.
