After many hours of frustration I'm ready to hire this out. I need someone knowledgeable in PHP (ISAPI) install to help me troubleshoot the slow parse time when I use the ISAPI instead of the CGI binary. Shouldn't be too hard.

Server is Windows running IIS

Non-profit ad free hosting service
(Don't ask to be paid handsomely)
