Does paypal now require someone to verify their credit card before they can use it? Or can they use it from account sign-up?

You need to verify the card to have limits removed but i think you can at least receive money before you are verified.

Not unless it is in their paypal balance, the card cannot be used until it is verified

Since when, when i made an account and added my card, i could make payments straight away!

I only think thats true, I know i couldnt use my switch card until i had verified it, yet with one of my visa cards i didnt have to verify it at all...........I have had customers who have had to wait for their cards to verify the account though.

Depends on what country they are from. I've only seen some international customers sujected to an additional verification process. Which if you think about it protects you as you are less likely to get some chargeback from some thief in baghdad claiming they never made the purchase.

True, most international purchases are more secured and watched then US

That is a good point, but if people want hosting, they want it when they sign-up. They don't want to have to wait a month to pay for it.

Plus, I am not going to set-up accounts and (especially) not buy domains until I receive a payment.
