I was wondering if anyone knew of a dealer in the UK, or one that accepts UK credit cards (i.e. switch) that sells CPanel 3 and webhost manager on a monthly external licence?

Currently the only first level Cpanel distributors are located in the US. You might try contacting ultraspeed.co.uk (there's a name we haven't heard in a while ;) ) and ask them if they can sell you a license. I think they get their licenses through Burst, but they may have means of processing UK cards.
