I get my refund already, by sending my instabill order ID to support@instabill.com, and they know the tacidhost was close, then they send me the email say that the money will be refund, and today I check that my money has come back, very thank you, include the domain name price. ($26.95)
(Shang will lost all the domain money, because godaddy.com can not refund for domain register)

Faster, please send all your instabill order ID which order from tacid to support@instabill.com to refund it.

Probably good to know for old Tacid customers.
Instabill reps are probably familiar with Tacid and know to give a refund right away.
