I have a mail list manager script I'm offering for free to anyone interested (I may stop after a certain number, I don't know). It's a simple script that ask for name and email, than sends a thank you email. The admin can send emails to the whole list and view b4 hand. Later in the week, I'm adding a feature where the user is asked for a city also and the admin can email particular users based on city. The script is writing in ASP and uses an MS Access DB.

This one is free, but I am also available for freelence ASP developing.
