For example, files with the .pl extension could be set to be handled by the Perl.exe executable. Not having to CHMOD files doesn't mean not having to do any installation. If the only step required to install the script is to CHMOD it, well it will work, otherwise, you will have to read documentation of your script and follow each steps, and skip ones related to file permissions (CHMOD). The perl driver will recognize it.
