Hello,
Is 150 domains in one server consider too much?
About 10% is heavy traffic around 20Gb bandwidth and others are around 5Gb.
Is there any guidelines to it?

Here we go again . . . . . . . . :D
I don't believe there are any "guidelines." The best way I've been able to figure it out is server load. It usually tells me when to stop adding domains to that server.

So long as the server load under 1?

There is no real set amount.. unless you are doing only IP based hosting, then you need to check your operating system's limitations on number of IPs it can listen on at a time.
Just watch the machine.. check the load, monitor the cpu/ram usage. If you can get to the apache server-status, check that. Make sure there are plenty of idle servers around to accept new requests.
One busy user can overload a machine by themselves. I would add another server if it looks like you're pushing out more than 10GB/day.
