Is it okay to take one persons script in say Perl and make it into another lang (such as Php)? Yes it is in a diff lang, but the same gui and everything? What do you guys think?

If it's released open source and another person wants to branch it to another language or branch it in other directions, I think that is generally okay as long as credit is given to the original author in coding.
Are you certain that's what's happened here though? I mean, there are forums that are cgi and forums that are php. There are plenty of scripts that use perl that can also do the same functions in PHP. The GUI may be similar, but the backend coding is completely different.

Yeah, I think you should add some kind of message, even if it's only small, saying that you got the idea / design from another person's coding, just to be nice :)

It's my design! I programmed it, and when I told him that the server's dbi wasn't working and the admin was fixing it he went and go somebody to do it in php!!! I didnt let anybody use it or anything. I was programming it for fanlist.com and when the server's dbi function in perl wasn't working, he had somebody do it in php... It's my script in php basically... I mean my design anywaz. I'm just glad he didnt steal my icons, those are babies. I'm confused about this issue.
Is it okay to steal the design/gui, I mean the header and everything are word for word what mine is like.

Well, I wasn't able to see the output on the PHP version and without seeing the code used for both, that's a difficult thing to gauge.
The only wording I see used in both is ConcertWatch. If you're wanting to use that exclusively, it would be a good idea to register that name through a trademark office.
