If I buy a photo cd can I use those images in Templates, Logos, Banners that I design and sell those templates, logos, banners to clients?

It depends on what rights you buy when you buy the CD. There's usually a very clear statement about what you can and can't use them for when you buy them.

http://www.hemera.com has some nice photo objects.. Not as classy as photodisk of course.

yes once you buy the CD's they're royalty free. The only 'rule' that I'm aware of is that you can't resell the photos by themselves.
