I have a few hundred domain that i wish to offer email for, this will be a 2 part service
Basic web mail only sponsered by advertising, with the choice of upgrading, like everyone.net pro version, but with pop access (use own ISP for smpt) advanced web mail interface, more storage.

everyone.net has pop access but not for the email account created on your domain only other pop accounts.
so if sign up domain1.com with everyone.net and a user get email user1@domain1.com they cannot get pop access for that but they can for user1@ownisp.com

Some months ago I was considering bigmailbox's paid (ad-free) service for a project, and they pointed me to the portal nettaxi.com as an example at which someone could sign up for a free account that would then be hosted at bigmailbox. I don't know whether nettaxi still uses them, though.

http://www.endymion.com has a very easy-to-use script called MailMan.
It's actually a pop3 to web mail. EG: You create a POP account for a user as you would any normail POP account, but they access it through MailMan.
You're supposed to register it for commercial use.
I use it myself and think it's wonderful, it doesn't actually download mail off the POP server, you manage it from the server.
Also.. I use Muted.com's bigmailbox service - http://www.muted.com/mail
