They are following an ICANN directive from 2001 http://www.icann.org/tlds/agreements/unsponsored/registry-agmt-appk-26apr01.htm So once a two character .org expires, it's gone for good! Current two character .org's are grandfathered in though, and can still be renewed and sold/transferred to new owners.
