What is the incidence of the domain name service location over the web site host location.
ie : Lets say I have my domain name with GoDaddy, (far west), and I have my site hosted in France (no war) ;) . Say I have a person who goes to my site from Libreville (Africa):D --and this is real-- What difference would it make is my domain name was in France rather than on a server at the far west.

Your domain registrar just tells the visitor where your site is actually hosted.

domain.com - 00.00.00.00

The domain registrar is an agent or administrator of the database that holds this translation, in other words, it doesn't make a difference.

And what happens if the domain registrar's servers are down or hosted on a slow link.

Then dns servers around the world should be smart enough to cache the data.

That's why it takes 24 to 48 hours for a domain name to propagate.
