hey there. i just opened a new message board. i don't know how to get it out in the open though. can someone help me by telling me how to advertise it?

Hmm, get some people you know to write threads constantly. Then advertise some. If you get visitors but your forums are mostly empty, most likely people will leave. If they find a thread interesting or intriguing to them, they will likely reply to that thread.

If you're running a web hosting biz, create a "Customer Support" forum. :) What will get you runnin` in no time. ;)
