it depends on if you want to limit at the shared hosted level. Im going to assume so, because its posted in web hosting. So you can use mod_throttle to limit bandwidth.

If you want to do it on the server level, then you need to do it on a switch.

cpanel lets u do it pretty easily

If you offer shared SSL you can't use this.

I'd use Cpanel or WHM, it is way easier that way. :)
