I have meta tags and all on one of my sites and have used some free submitting services to submit my site. My site still does not show up on search engines though. So this is my question..

1. What is the correct syntax of Meta Tags I need to add in order for search engines to spider my site?
2. What are some GOOD / WORKING free submission sites that actually do the job for u....

While META tags used to be crucial to getting a good ranking, they really aren't any more. That doesn't mean you shouldn't use them (all there are some times when you probably shouldn't), but don't get too consumed by them, and don't blame them for your site not appearing.

There are no good free submission sites. Your best bet is to manually submit your site yourself to the major search engines.

Before doing that, make sure your site is ready: no broken links, not "under construction" pages, no redirects on the index page, etc.

If your site gets indexed and you want to improve its ranking, again don't think that META tags are the answer. Of greater concern are things like keyword density and positioning, theme development, offsite links... the search engine environment isn't as simple as it once was!
