Do all web hosts allow you to upload files from disk, straight to a directory, or do you sometimes have to use ftp? Can you cut some html, start a new file, paste and save it to create a new web page? I'm asking because I don't want to use Frontpage and I can't ftp on the public computers that I use.

Most hosts have a files manager i think. Well, all those who have CPanel at least.

If your hosting account doesn't come with a built-in version, you can always install your own. You'll need a machine that's capable of doing FTP for that, but the installation needs to be done only once.
