Hi dustin,
You will most likely be able to find a package with a decent control panel if you need 'root' access with it, as the better control panels are usually available only if you are not root.
This is, due to the fact that when you are 'root', you (should) have access to absolutely everything on the server, and thus, some proprietary software should not be accessible to you that may otherwise be included. As a solution, webhosts will employ a generic (third party) control panel such as Plesk or Webmin, that is not proprietary to the webhost.
On the other hand, if you will not be 'root', such as managed services, you may have a wider choice, as in such case, all technical aspects will be handled by the webhost, while you will only be taking care of your website.
In either case, you will usually be provided with unlimited databases, mailboxes and any other resource consuming services - unlimited being defined by your server's technical specifications - as the server is 'dedicated' only to you.
You may be best off simply looking at various webhosts offering dedicated servers; narrow them down to just a few choices, and see who can give you the best offer (if the exact package to your specifications is not priced on their website).

I don't know of many dedicated hosters that won't give ya that. SmartHosting is right, most places will hook you up with a CP to avoid some command-line administration. But there will always be somethings you will need to do from the prompt. Back to the good deal part, I am sure any place will make you a deal. It all depends on what flavor you want.
