When you are creating new account the default email will be same username of new account, How I can change the default email to be webmaster@newaccount.com when create any new account?

That must be done in the control panel for the accuont itself. Go into the cPanel for the account -> Mail Manager -> Default Address -> Set default address.

I am not sure if I understand this question. I am not so sure you understand the question.

What you are talking about depends on the CP you are using. Just about all that I have seen creates admin@domainname.com. I think you are asking about Catch-alls. I am not sure how you would configure it up via your control panel, it really depends. You can change this manually via your sendmail settings (ie /etc/virtusertable or /etc/mail/virtusertable and the aliases file therein). But that can get hairy if you do not feel comfortable enough with sendmail.
