I don't want to resell hosting, but I do have a related website, and it would be really neat to get affiliate commissions for refering people to a QUALITY web host. Any suggestions?

Contact a company that has low pricing and offers a good reseller plan and see if they will work out a deal for customers that subscribe from your site. Most companies would be open to this.

I prefer pay for signup, actually, if the commission is decent. I think if it's done right, it's a better deal for everybody involved. The provider only pays for clicks that deliver results, and the site owner can actually make more money if they develop a high conversion rate.
