I would also check out charge.com for merchant accounts. For non-merchant, I would NOT recommend instabill.com (though I have recommended them before).

Check out http://www.worldpay.com, they allow you to charge in any currency you like, and pay you in the currency of your choice. They also only charge 4.5% per transaction, which is one of the lowest around.
