There are two options -

1. the Outblaze model which you got a response back on. And yes, they really want $1000 to start up. You need a consistently high no. of pageviews - approx thousands of pageviews (i think a 5-digit figure) to get into this program.

2. their alternative for smaller sites is http://www.i-p.com which is free to start off with. There are some disadvantages however, including the specification that the DNS must be hosted by *them*, ads, and I'm sure I've missed a few etc. etc.

I like Everyone.Net more then BigMailBox..

You could also setup your own script for email and offering users email.

Is outblaze really that good to have to pay $1000 up front? Are they looking to stop signups or weed out the low/middle people?

The latter, so that they can make the most money out of their two-tier pricing system.......
