How I can change some words in cpanel3 to another language?
What is path of cpanel3 to edit it?
Is there another cpanel theme?

The cpanel files are in:
/usr/local/cpanel/base/fronetend/default
(default is what most user's have as their cp, if you didn't create one)
However, whatever you edit will get overwritten when cpanel updates. So it's best to make your own theme and place your users on that.

Yes, most of the language is just hard coded HTML in the templates. It'd probably be best just to make another template.

/usr/local/cpanel/lang contains a bunch of response messages... I hadn't noticed this before

All you'll need to do is make a new theme and create a new lanaguge file in /usr/local/cpanel/lang (you'll obviously need to set the language and theme on all accounts that need it)
