Is it possible to use .htaccess to control the rewrite rules for an individual site, such as a site used for parking domains and writing the parked domains URL in the browser

I had this workin nicely on my RaQ3, but have been unable to get it to work on a 4.

I need to use this on a RaQ4. If I were to change the rewrite rule in httpd.conf for an individual site, would it get overwritten when I add a new site? I was thinking that I could set the rewrite engine to OFF for that one site.
