You are aware that the RaQ sets up a user control panel that at least takes care of the first two of your requests? As far as editing files, no it won't do that :(

I'm not real sure what you are using your RaQ for, but you should read up on it..it kinda sounds like you bought it blind. Read up on the opinions here and other places. Party line is very weak on cgi's but a good starter hosting box. They have problems. The interface is the main feature of RaQs? Why did you buy yours?
