I'm looking for something that is awesome on layout and design but also is free... Something that looks like a expensive program but isn't. Preferably php but not required. Would like something that doesn't need a sql db....

When you go w/ free software you get what you pay for. Check out www.hotscripts.com... they arent the prettiest in the world but they are functional. If you want something that looks shnazzy you should find a 15 yr old kid that knows php and pay him minimum wage to customize it for you. Go search on IRC for one... ;)

You can use postnuke or phpnuke's faq module if you like. But you have to disable other modules and work a bit on the template to match your site.
