I'm not quite sure that you do have to be a us citizen. I know of US citizen's who use .co.uk extensions as a means to promote their business multinational, even though they are located in the US, and don't have any partners etc in the UK.

.co.uk is not limited or related to the .us registry.
Nominet allow anyone .uk domains.
The USA may regulate the .us extension - even though I have a couple ;)
